Maybe it's a lesser evil - at least, it proves that not all the religious authorities in Egypt are in the pocket of the little pharaoh.
Puppets only move as their masters wishes. Do u think they have even 1% freedom in their decisions or fatwa? They'd deny the existence of Allah if they were ordered to do so. It's their job to follow orders, as simple as that.
